MCD's building plan sanction to go online - Hindustan Times

The endless wait to get your building plan sanctioned will soon be over. The Municipal Corporation of Delhi (MCD) says it will finally start accepting applications online from August onwards. To begin with, it will be coming up with a public notice inviting interested architects to get registered by July end.

For this purpose, an annual fee of Rs 1,200 will be charged from them.

All the registered architects will be provided with a unique login ID, which they will use to upload the required documents, drawings and the building plan application.

To get the building plan sanctioned, the drawings have to be prepared by a registered architect. Once that is done, the applicant submits the plan to the civic agency for clearance.

Under the online scheme, all applications received by the civic agency will be cleared within a week, failing which the officer concerned will be answerable. It takes between two to 10 months for any such plan to be sanctioned and graft flourishes. A building plan sanction is must before starting construction in Delhi.

"The online system will ensure applicants don't have to run from pillar to post to get their building plans sanctioned. It eliminates the role of middlemen and brings in greater transparency. People will just have to ask their architects to submit their plans online," said a senior MCD official.

Currently, applicants are required to be present at the MCD headquarters or zonal office concerned, while submitting building plans before the executive engineer of the building department. The online project, according to the civic body, is an attempt to do away with endless queues and weighty files at its offices.

Once the building plan has been approved, the architect concerned will get a confirmation through email. "There will be no human intervention, which will help curb corruption and red-tapism. Officials will not be able to sit on a file for more than the prescribed limit, as they will then have to furnish details as to why they delayed processing the application. All the architects need to register before July end for this purpose," added the MCD official.
