Need to simplify building by-laws in Delhi, says DUAC - Economic Times:

NEW DELHI: In a bid avoid undue delay in approval of building proposals, the Delhi Urban Art Commission (DUAC) has recommended simplification of building by-laws and setting up of a single window clearance system.

As the present building proposals require approval of multiple authorities like local body, fire brigade and others, the DUAC said it is for simplification of building by-laws for the capital.

"Each authority takes its own time for examination and clearing proposals. The overall impact is considerable time lapse in clearance of proposals. Many a times recommendation of the authorities are at cross purpose with each other which leads to further delays.
"We are for simplification of by-laws with the objective to consider proposals at a common platform and explore the possibility of setting up a single window clearance system," DUAC member Sonali Bhagwat told reporters.

The DUAC, which was reconstituted on June three last year, has held a series of meetings in this regard and had asked several agencies to send their respective building by-laws to it to work in the direction of formulating a common check list required for common approval.

DUAC Chairman Raj Rewal said it is proposed to develop a software which would enable a project proponent to know the approvals from different agencies that would be required for their project and criteria that would require to be fulfilled for obtaining approval. A Committee of Experts have been set up to study this proposal.

"The idea is to have an on-line process where you can put your details of project and it will inform you about the permission and steps to be taken," Bhagwat said.

Rewal said the deliberations of the committee is at an advanced stage and the DUAC will soon send the recommendations to the Urban Development Ministry for further action.
